EU Invites Public Debate on Ag Policy as it Considers Major Reforms in 2013

On 13 July 2010 the EU issued a press release announcing that the EU Commission for Agriculture and Rural Development plans major reforms in 2013 and has called for public comments beforehand to debate changes. 

EU Agriculture and Rural Development Commissioner Dacian Cioloş told the European parliament that the EU must reform agriculture as part of a long-term economic plan.  This includes policy changes related to climate change, food security, and sustainability.  The reforms are part of the Europe 2020 strategy, a 10-year economic plan which is targetted at creating a low-carbon economy.

According to Cioloş, changes "will be proposed toward the end of this year, after the commission has reviewed the public comments. They would take effect after the current programme of funding expires in 2013."

Public comment is requested from consumers, environmental campaigners, animal welfare groups, and farmers.

Currently, CAP, the EU agricultural policy accounts for 40% of the EU's budget.  A large portion of this funds direct subsidies to the 5% of the working population engaged in agricultural work.  CAP was the result of long, contentious negotiations that guaranteed European farmers a standard of living, "fair prices" for their products, and preserved Europe's rural heritage. 

CAP is under pressure to change, especially in regarding to subsidies and restrictions on free market measures.
